The City of West Hollywood invests $7 million annually in social services to support the community, with approximately $1.2 million specifically allocated to agencies addressing homelessness. This funding supports a wide range of essential services, including street outreach, temporary shelter, substance abuse treatment, healthcare, mental health services, and permanent housing opportunities, ensuring comprehensive support for those in need.

The City of West Hollywood is committed to preventing homelessness and helping individuals access housing and essential services. Through partnerships with National Council of Jewish Women and Alliance for Housing & Healing, the City funds rental assistance programs to support residents at risk of losing their homes.

To further stabilize at-risk households, the City collaborates with Jewish Family Services, the LA LGBT Center, and Housing Works, providing case management and critical support services.

For individuals experiencing homelessness, the City funds street outreach teams that connect people with shelter, health care, mental health services, substance abuse treatment, and housing opportunities. These teams also distribute essential supplies, including food, hygiene kits, blankets, and socks.

Through these initiatives, the City works to keep people housed, provide direct support, and create pathways to stable living.

Many homeless people struggle with substance abuse and mental illness. These issues can be a cause of homelessness, but they can also arise or be made worse as a result of losing housing.

The City of West Hollywood funds 12-step groups, substance abuse counseling, residential substance abuse recovery, and prevention education and information campaigns. The Social Services Division also works closely with the Public Safety Department to link West Hollywood community members who were previously homeless to residential substance abuse treatment facilities like Tarzana Treatment Center and Awakening Recovery. The City's homeless street outreach services also include linkages to care and substance recovery services when needed.

In addition, the City supports the Los Angeles County Sheriff’s Department and the Department of Mental Health Mental Evaluation Teams (MET). Each MET team consists of a deputy sheriff and a licensed mental health clinician and is trained to provide mental health support, field crisis intervention, and appropriate psychiatric placement for homeless individuals suffering from mental illness. MET also performs in-service training for de-escalation, crisis negotiations during major incidents, averting use of force, and reducing incarceration of mentally ill consumers.

City-funded partners also provide street based mental health services, such as Step Up on Second's Multi-Interdisciplinary Team (MIT) program. The MIT team is comprised of a psychiatrist, registered nurse, licensed clinical social worker, and an alcohol and drug counselor. Their primary focus is connecting the "hardest to reach" homeless community members to services.

The City is funding a number of job training programs for homeless and housed job seekers, including JVS WeHo Works and two programs at the Los Angeles LGBT Center: Youth Services. Collectively, these programs support individuals to land first jobs or make career changes.

The City of West Hollywood prioritizes community safety through a collaborative approach, working with law enforcement and social services to provide both public safety and supportive care.

To enhance community safety, the City also funds the Community Oriented Policing and Problem Solving (COPPS) Team, which works to:

• Connect people experiencing homelessness with critical support services
• Enforce the law when necessary to maintain public safety

West Hollywood Care Team – 24/7 Behavioral Health Support

The West Hollywood Care Team provides round-the-clock mobile behavioral health support, including on holidays. Services include:

• Crisis stabilization & wellness checks
• Safety planning & follow-up care
• Resource connections to housing and services

The Care Team follows a harm-reduction, trauma-informed, and culturally competent approach to ensure respectful, stigma-free care. To maintain privacy and dignity, the team operates in an unmarked vehicle without lights or sirens.
